Norwegians have long been among the most enthusiastic consumers of tobacco in Scandinavia. Norway itself has a long history of producing tobacco products, and has also been one of the very few countries in which the consumption of smoking tobacco has long outweighed the consumption of manufactured cigarettes. However, the social and fiscal regime in Norway is increasingly hostile towards smoking. Norway has some of the highest tobacco taxes and retail prices in the world. As a result, per capita consumption has fallen in recent years. Fine cut tobacco accounts for almost all smoking tobacco volumes with consumption of pipe tobacco remaining marginal in 2014.

– Increasing use of smokeless ‘snus’ by young adults is also an emerging threat and, as a result, FCT volumes are forecast to fall 10% between 2014 and 2024
