Highlights for Crop Farming Industry 2017 issued

In Feb. 2017, the Highlights for Crop Farming Industry 2017 was issued by the Ministry of Agriculture of the People’s Republic of China, revealing the latest information on crop planting structural optimisation. With financial supports prescribed by grain-to-feed and grain-to-soybean initiatives, farmers in these regions are encouraged to change to grow quality soybean for grains, potatoes, coarse cereals, corn for silage or alfalfa, based on market demand as well as local agricultural and husbandry development.

– To encourage regional special crop planting
A quality & efficiency improvement plan will be introduced to facilitate farming of special crops, like coarse cereals, vegetables, melons, fruits, tea, flowers, edible mushrooms and traditional Chinese medicine, and to develop products with distinctive regional features and strong market competitiveness. That aside, groups of experts will be invited to formulate planting distribution plans and delimit advantageous planting areas for afore-mentioned special crops. Local governments will be encouraged to offer financial supports to these advantageous planting areas, and utilise local resources to develop them into industrial zones.

– To accelerate development of potato industry
The state will continue its efforts to progress pilot projects related to potato industry in key cities. In order to speed up product R&D, scientific institutes are encouraged to partner with processing enterprises with support from the National Potato Food Processing Industry Alliance. Such cooperation is expected to facilitate selection of special potato varieties, optimisation of production techniques, R&D & commercialisation of potato-processed staple food, enrichment of product structure and improvement of product quality.

Water-saving agriculture

– Crop variety
Crops species appropriate to dry climate will be selected and promoted in arid regions. Particularly, drought-tolerant wheat, potatoes and coarse cereals will be promoted in North China and Northwest China. In 3-5 years, coverage of water-saving wheat is expected to reach 100% in Beijing-Tianjin-Hebei region and 50%+ nationwide.

– Planting structure
In order to rationalise the existing planting distribution, underground water-irrigated rice will be strictly controlled in Northeast China, and Beijing-Tianjin-Hebei region will gradually stop growing rice in 3 years.

– Agricultural technique
Dry farming techniques, like plastic mulch, drip irrigation and chemical agents to strengthen drought resistance, will be applied in wider scale. Farmers can obtain government subsidies for application of these techniques and recycling used plastic mulch.

– Water conservation facility
Actions will also be taken to progress water-saving irrigation and optimise water supply facilities to reduce use of underground water, capture & store rainfall and minimize impact on the watershed surrounding fields. The state will set up several water-saving agricultural demonstration zones for the promotion of sprinkler irrigation, drip irrigation, water-fertiliser integration, as well as conservation tillage techniques like deep plowing and soil compaction.

Quality agricultural produce

– To increase supply of quality grains and oils
Priority should be taken in producing high quality agricultural produce, especially rice, wheat, soybean, rapeseed, peanut, cotton and sugarcane. Meanwhile, grains for processing, like early indica rice, waxy corn, high-lysine corn and potato with high starch content, as well as forage grass with high biological productivity, rich protein and low crude fibre content.

– To improve quality of cotton and sugar crops
Cotton planting area in Xinjiang Uygur Autonomous Region is planned to be expanded, and that along the Changjiang River and Yellow River will be stabilised. Besides, production of sugarcanes in Guangxi Zhuang Autonomous Region and Yunnan Province will be consolidated, while sugar beet planting will be further developed in northern areas.
In order to improve production capacity, the state will also accelerate the delimiting, as well as infrastructure construction, of agricultural protection zones for cotton and sugarcane.

– To increase production of quality fruit, vegetables and tea
Planting bases for improved fruit, tea and vegetable varieties will be established for quality improvement. Product structure of the tree should be optimised:
• Fruit: stabilise supply of bulk fruits, expand planting of special fruit like kiwifruit, blueberry and cherry, and meanwhile develop a complete product structure by fruit maturity
• Tea: develop quality tea appealing to the public and fermented tea for exports, as well as diversify deep processing tea to meet market demand
• Vegetable: plant edible mushrooms in suitable regions to promote resource recycling, and increase supply of nutritive and healthy vegetables
